The Curious Case of the Q in SPQR — Annotated Notes & Key Takeaways
SPQR stands for Senatus Populusque Romanus. The Q comes from -que, which Romans sometimes treated as a separate word, as Ovid's usage suggests. Roman abbreviations routinely included Q for -que. Standard reading is best attested, though the exact reason remains uncertain.

SPQR is one of the most recognizable strings of letters in history. It appears on Roman military standards, on the Arch of Titus, on the Temple of Saturn, and on modern manhole covers in Rome. Most people know it stands for Senatus Populusque Romanus, usually translated as "the Senate and the People of Rome." But there is a small puzzle embedded in those four letters that most people never notice. If the phrase is Senatus Populusque Romanus, why is the abbreviation SPQR and not SPR? The Q comes from -que, the conjunction meaning "and." But why would an abbreviation include a letter from the middle of a word? The answer is not as simple as a rule. It is a window into how the Romans thought about words, spacing, and abbreviation—and into the limits of what we can know about their habits.
The standard reading is Senatus Populusque Romanus. The Senate and the People of Rome. That phrase appears spelled out in full on the Arch of Titus, built around 81 AD, and on the Temple of Saturn in the Forum Romanum. Those full spellings are the strongest evidence for the standard reading. They show that the phrase existed and that it was used in official contexts. But they do not explain why the abbreviation includes a Q for -que when the full phrase already contains the word.
One explanation is that -que was treated much like a word. The poet Ovid, in particular, does not treat it as an enclitic but more as an independent word. This becomes evident in quotations where -que appears outside the quote while the word it is attached to is inside. That is a strange thing to do if -que is just a suffix. It suggests that Ovid—or at least the scribal tradition that preserved his work—considered -que separable. There is a list of similar occurrences in Ovid that supports this. If -que was understood as a separate word, or at least as something more than a mere suffix, then giving it its own letter in an abbreviation makes sense. The Q is not a stray letter from the middle of a word. It is the initial of a word that the Romans may have thought of as distinct.
But this raises a deeper question. What did the Romans consider a word? Word spacing as we know it—including the spaces in our modern editions of ancient texts—was not an ancient phenomenon. Roman texts were written without spaces between words. Spelling conventions evolved over time, including during the Roman era. The boundary between a suffix and a word may not have been as clear for a Roman reader as it is for a modern one. The source is honest about this uncertainty. It says that we can only guess why there is a Q unless some ancient author discusses the point directly. Perhaps it was to emphasize the "and." Perhaps -que was considered a separate word. Perhaps whoever came up with the abbreviation did not give it much thought and his decision stuck. The source even offers a joking suggestion—that the Q was added to differentiate SPQR from the Finnish Red Cross—before admitting that the last guess is probably bad.
The linguistic status of -que is at the heart of the puzzle. In standard Latin grammar, -que is an enclitic. It attaches to the end of a word and means "and." It is not a standalone word. You do not write que senatus. You write senatusque. But the source suggests that this grammatical description may not capture how the Romans actually used and perceived the particle.
Ovid's practice is the key evidence. In his poetry, -que sometimes appears outside a quotation while the word it is attached to is inside. If -que were a true enclitic, this would be impossible. An enclitic is phonologically and grammatically bound to its host. You cannot separate it without breaking the word. But Ovid does separate it, at least in the written representation. That suggests that the boundary between the host word and the enclitic was not as rigid as the grammatical label implies.
This matters for the abbreviation because abbreviations are usually formed from the initial letters of words. If -que is not a word, then it should not contribute a letter to the abbreviation. But if it is treated as a word, or as something word-like, then the Q makes sense. The source leans toward the latter interpretation. It says that -que was treated much like a word, especially by Ovid. That is not a definitive statement. It is an inference from the evidence. But it is a reasonable one.
There is also the possibility that the Q was included to emphasize the union of the Senate and the People. The phrase Senatus Populusque Romanus is not just a list of two entities. It is a statement about their union. The -que joins them together. Including the Q in the abbreviation may have been a way of stressing that union.
This is a plausible explanation, but the source does not provide direct evidence for it. It remains a guess. The source lists it among several possibilities and does not choose between them.
The standard reading is not the only one that has been proposed. There are alternative theories about what SPQR stands for. One is that it stands for Senatus Populus Quirites Romani—the Senate and the Roman citizens, with Quirites being an old term for Roman citizens. Another is Senatus Populus Quiritium Romanus, with Quiritium being the genitive plural of Quiris, meaning "spearman" or "citizen." These readings would also account for the Q, but in a different way. The Q would stand for Quirites or Quiritium rather than for -que.
The evidence for these alternatives is not as strong as the evidence for the standard reading. The Arch of Titus and the Temple of Saturn both spell out Senatus Populusque Romanus. That is two attestations of the full phrase. But the source notes that the Arch of Titus dates to around 82 AD, which is after the end of the Republic. The SPQR abbreviation is often associated with the Republic, which ended in 27 BC. So if the Q had a different meaning earlier, the Arch of Titus might not reflect that earlier usage. This is a real limitation. The source does not settle the question of what SPQR meant in the earliest period. It only shows that by the imperial period, the standard reading was well established. The earlier history of the abbreviation is less clear.
There is also the question of whether we really know what all the letters in SPQR stand for. The fact that the Temple of Saturn and the Arch of Titus have the phrase spelled out in full is evidence in support of the standard reading, but it does not strictly rule out other options. The source says that it finds it most likely that the Q is -que and the standard reading is correct, but it acknowledges that other readings are possible. That is an honest position. The evidence is strong but not absolutely conclusive.
A nineteenth-century book by James Egbert Jr., titled Latin Inscriptions, provides a systematic study of Roman abbreviations. The book lays out general principles. One principle is that words written in abbreviated form consist either of the initial letter or of a continuous group of letters more or less restricted in number. In the latter case, the final letter of the abbreviation is the first consonant of a syllable, but this is not an exact rule. So T can stand for Titus, TIB for Tiberius, and CLAVD, CLAV, or CLA for Claudia.
A second principle is that if a word is composed of several members, the above rule applies either to the word treated as a whole or to each of the component parts regarded as individual words. So signifer can be abbreviated as SIG or SIGN, or analytically as SIGF for signum and fer. And P Q is given as an example for populusque. That is important. It shows that P Q for populusque was a recognized abbreviation pattern. It was not a one-off. The book also lists other abbreviations that include Q for -que. Examples include D.N.M.Q.E for devotus numini maiestatique eius, E.Q.D.D for eademque dedicavit, F.Q.E.E.V for fideque el esse videbitur, H.H.Q for heres heredesque, and several others. So the practice of including Q for -que in abbreviations was not unique to SPQR.
The book notes that this system of abbreviations was in theory the system up to the end of the third century AD. When the principles were first violated is not exactly known. But the pattern is clear: including Q for -que was standard practice. Interestingly, SPQR was not the only SPQ-based abbreviation. The book lists several SPQ+X forms, where X includes A for Albensis, C for Corsiolanus, L for Lavininus, and T for Tiburs. So SPQR was part of a family of abbreviations that followed the same pattern.
The source concludes that up until the third century AD, the rule was to add Q for -que in an acronym. Hence SPQR. That is a strong conclusion, but it is based on a nineteenth-century study. More recent scholarship might refine or challenge it. The source does not claim to have exhausted the evidence. It presents the findings of Egbert's book as a useful contribution and leaves it at that.
The source is honest about the limits of the evidence. We do not know for certain why the Q was added. It could have been to emphasize the "and." It could have been because -que was considered a separate word. It could have been an arbitrary decision that stuck. The source lists these possibilities but does not choose between them. That is appropriate. The evidence is not sufficient to decide.
There is also the question of how the Romans themselves understood the abbreviation. Did they see the Q and think of -que? Did they think of Quirites? Did they simply accept SPQR as a fixed symbol without analyzing its components? We do not know. The source does not speculate beyond the evidence. It notes that the standard reading is most likely correct but acknowledges that other readings are possible.
One thing that would help is a direct discussion from an ancient author. If someone like Quintilian or Aulus Gellius had written about why SPQR has a Q, we would have a clearer answer. But no such discussion survives, or at least none has been found. So we are left with inference and probability. The standard reading is the most likely one, but it is not certain.
Another limitation is the chronological gap. The abbreviation SPQR is attested from the Republic onward, but the full phrase Senatus Populusque Romanus is spelled out on monuments from the imperial period. The earliest attestations of the abbreviation may predate the earliest attestations of the full phrase. That makes it harder to trace the development of the abbreviation. We do not know whether the Q was there from the beginning or added later. The source does not resolve this. It presents the evidence and leaves the question open.
The SPQR puzzle is a small thing, but it opens a window onto a larger question. How did the Romans think about words? The fact that -que could be treated as a separate word, at least some of the time, suggests that the Roman concept of a word was not identical to ours. Word spacing was not standard. Punctuation was different. The boundaries between words, suffixes, and particles were not as fixed as they are in modern printed texts.
This has implications for how we read Latin. When we see -que attached to a word, we assume it is a suffix. But the Romans may not have thought of it that way. They may have thought of it as a word that happened to be written attached to another word. That would explain why it gets its own letter in abbreviations. It would also explain why Ovid sometimes treats it as separable. The grammatical label "enclitic" is a useful description of how -que behaves in most contexts, but it may not capture the full range of Roman usage.
The source does not resolve every question. It does not give a definitive answer to why the Q is there. But it gives a rich and honest account of the evidence. It shows that the standard reading is well attested, that alternative readings exist, and that the reason for the Q is not entirely clear. That is more valuable than a simple answer. It teaches the reader how to think about historical evidence and how to evaluate competing explanations.
The next time you see SPQR—on a manhole cover in Rome, on a textbook cover, on a piece of merchandise—you will know that the Q is not a mistake. It is a window into how the Romans thought about language. The abbreviation is not just a string of initials. It is a fossil of a linguistic habit. The Romans included the Q because -que mattered to them. It joined the Senate and the People. It was worth a letter. And that is why we still write SPQR today.
What SPQR Actually Stands For, and Why the Q Is There
