The Studio Museum, under Golden’s leadership, refuses this choice. It is deeply embedded in the Harlem community, with local programming, youth education, and community events that serve local residents first. At the same time, it has global art world credibility, with museum-quality exhibitions, a world-class residency program, and international recognition that shapes contemporary art globally. This dual identity gives the museum unique power: it has the grassroots credibility to speak for the community, and the institutional credibility to shift elite art world norms.
Third, Golden’s curatorial practice embraces complexity and diversity of perspective, rather than enforcing a single monolithic vision of “Black art.” A common critique of all-Black art institutions is that they ghettoize Black artists, or that they enforce a narrow definition of what Black art should be (for example, that all Black art must be political, or must represent the Black community in a positive light). Golden rejects this narrow approach. She curates exhibitions that feature a wide range of Black artists working across all mediums, exploring all kinds of themes, from identity politics to abstraction to pop culture to personal narrative. There is no party line, no single “correct” way to be a Black artist. This intellectual openness is what makes the museum feel like a living, breathing cultural space, rather than a didactic propaganda space. It also models for the broader art world that Black artists are not a monolith, and that Black art cannot be reduced to a single genre or theme.

Monolithic definitions of identity are restrictive, exclusionary, and artistically stifling. Embracing complexity, contradiction, and diverse perspectives creates a more vibrant, more inclusive, and more intellectually rigorous cultural space, and produces work that is more resilient and more relevant over time.
Fourth, building independent, community-controlled cultural institutions is a powerful strategy for systemic change in the art world. Begging mainstream white institutions for inclusion is slow, unreliable, and disempowering. Building strong independent BIPOC-led institutions with their own funding, collections, and credibility creates permanent cultural power that cannot be taken away, and forces mainstream institutions to change on their own, to keep up.

For museum curators and arts administrators, particularly those working in BIPOC-led cultural institutions, it offers a clear framework for building institutional impact and advancing cultural change through intentional curatorial practice. It provides guidance on balancing community service with artistic excellence, and on building institutional credibility without compromising core values.
For artists from marginalized backgrounds, it offers insight into how curatorial framing and institutional support can shape artistic careers, and how to engage with institutions in ways that align with their artistic vision and values. It also highlights the importance of independent BIPOC-led institutions as spaces where marginalized artists can create work on their own terms, without catering to white audience expectations.
For cultural policy makers and arts funders, it offers a model for how to support equitable cultural change through targeted funding for BIPOC-led cultural institutions. It demonstrates that general operating support for community-embedded BIPOC institutions has far greater long-term impact than funding individual diversity projects at mainstream white institutions.
Adaptation strategies vary by context: small local cultural organizations can start by deepening their community ties and building trust with local artists and residents, before expanding their institutional ambition; mainstream museums can partner with BIPOC-led institutions to inform their curatorial practice and diversify their programming, rather than trying to do diversity work in-house; funders can shift their grantmaking priorities to prioritize general operating support for BIPOC-led cultural institutions, rather than only funding short-term project-based work.

Three.Two Common Misconceptions and Avoidance Strategies

Three common misconceptions undermine equitable curatorial practice and institutional change. The first is the belief that curators are neutral gatekeepers who just select the “best” art based on objective quality standards. In reality, there is no such thing as objective quality in art. Standards of “good art” are cultural constructs that have been shaped by centuries of white, male, elite dominance, and they systematically favor artists from privileged backgrounds. The myth of neutrality is used to justify the exclusion of BIPOC artists, while framing the status quo as meritocratic.
To avoid this pitfall, curators should be transparent about their values, their positionality, and their curatorial goals. They should actively work to counteract implicit bias in their decision-making, by seeking out artists from underrepresented backgrounds, and by questioning their own assumptions about what “good art” looks like. They should also involve community members and artists in curatorial decision-making, rather than making all decisions from the top down.
The second misconception is that all-Black cultural institutions (or all identity-focused institutions more broadly) are inherently exclusionary, and that they ghettoize Black artists by separating them from the “mainstream” art world. This argument reverses cause and effect. Black artists were already excluded from the mainstream art world; Black cultural institutions were created as a response to that exclusion, to give Black artists a space to create and show their work when no one else would. Far from ghettoizing artists, these institutions launch artists’ careers, giving them the credibility and recognition they need to break into the mainstream, on their own terms.
To avoid this, cultural leaders and policy makers should recognize that BIPOC-led institutions are not a substitute for equity in mainstream institutions; they are a complementary, necessary part of a healthy cultural ecosystem. Both are needed: strong independent BIPOC institutions, and mainstream institutions that are actively working to become more inclusive. We do not have to choose between the two.
The third misconception is that diversity and inclusion work in museums is just a superficial “performative” trend that does not create real change. It is true that many mainstream museums do performative diversity work — hosting one Black History Month exhibition a year, or adding a few Black artists to their collection — without making any real systemic change. But that does not mean all diversity work is performative. Deep, systemic change — like diversifying curatorial staff, leadership, and boards, rethinking collection and acquisition strategies, and centering community voice in institutional decision-making — creates real, lasting change in how museums operate and who they serve.
To avoid performative diversity work, institutions should focus on systemic change rather than symbolic gestures. They should measure progress by concrete metrics: diversity of staff and leadership, percentage of acquisition budget spent on BIPOC artists, community decision-making power, etc. They should also be accountable to the communities they serve, rather than only being accountable to wealthy donors and boards.

Three.Three Core Insights for Readers and Practitioners

On a conceptual level, readers should recognize that museums are not neutral spaces dedicated to preserving “universal” artistic truth. They are political institutions that shape cultural narratives, reinforce systems of power, and define whose stories and whose art are considered valuable and worthy of preservation. For centuries, museums have been used as tools of white supremacy and colonial power, erasing BIPOC art and history while centering white Western culture. But museums can also be tools of justice and liberation, when they are led by and centered on marginalized communities. Curatorial practice is one of the most powerful levers for this change, because it shapes what people see, what they learn, and what they consider to be legitimate culture.
On an actionable level, practitioners across the cultural sector should use their power intentionally to advance equity, whether they are curators, administrators, funders, or artists. Even small choices — like which artists to exhibit, which events to fund, which voices to center in public programming — add up to broader cultural change over time. People working in mainstream institutions should not wait for permission from leadership to start doing equity work; they can start making small changes in their own work, while advocating for larger systemic change. People working in BIPOC-led institutions should prioritize building long-term institutional stability and community power, rather than chasing short-term grants or mainstream validation.
For long-term field development, the cultural sector needs to build a robust, sustainable ecosystem of BIPOC-led cultural institutions, with stable funding, strong community ties, and institutional credibility. This requires shifting philanthropic funding priorities, which currently give the vast majority of arts funding to white-led mainstream institutions, while BIPOC-led institutions struggle for scraps. It also requires building intergenerational leadership pipelines, to ensure that BIPOC cultural institutions have strong leadership for decades to come. Finally, the field needs to rethink the very idea of the “mainstream” art world, moving toward a more pluralistic model where many different cultural traditions and institutions coexist as equals, rather than a single hierarchical canon with white Western culture at the top.

We will also see evolving conversations about Black identity in art, moving beyond the “post-black” framework of the 1990s and 2000s to new frameworks that reflect the experiences of younger generations of artists, including more explicit engagement with queer and trans Black identity, disabled Black identity, African diaspora identity, and intersectional identities more broadly.
Key challenges include ongoing underfunding of BIPOC-led cultural institutions, which have far smaller endowments and far less access to major philanthropic funding than mainstream white-led museums. There is also ongoing backlash against diversity and equity work in museums from conservative groups, who frame anti-racist curatorial work as “political correctness” that undermines artistic excellence. Finally, gentrification in historically Black neighborhoods like Harlem threatens the community roots of Black cultural institutions, as rising rents and changing demographics push out long-term residents and alter the character of the community these institutions were founded to serve.
